Different materials have different durabilities, mining speeds, and mining levels. Mining level limits the hardest object you can mine.
These tools use the same recipes as default vanilla minecraft. They are unaffected by GregTech block durability; all blocks have the same "damage" to the tool (as long as they are the right tool).
Adjust the GregTech configuration for "smallerVanillaToolDurability" and/or "harderstone" will make these vanilla tools better or worse.

Will require a few more steps to create. Materials will imbue special abilities to the tool. Axes will have "tree-feller" properties. To mine iron ore: tier 2; diamond ore: tier 3.
